These ingredients of the “American Way” are traced from the birth of the country down to our own day. The tale is grim, for little by little, the ingredients have been discontinued, and not for the better. Yet, to trace our descent is also to find our way back.
This work is not another investigation of the US Constitution and Bill of Rights, though these extraordinary documents receive some attention. Instead, the emphasis is upon those enormously important rules of thumb in policy. Substantial tariffs were rightfully typically the order of the day, until 1972. Immigration was typically pegged to a wholesome rate of assimilation, until about that year, too. The Monroe Doctrine kept us safe and sound, until the globalists broke into our paradise, what with this clandestine buildup of a North American Union in the mid-2000s. And seven other major policies find their due in the book, from the not-well-known, yet supreme matter of banking to the stunningly vital matter of patents and trademarks.

This book’s title is meant to draw attention to what may be the most brilliant and humane strategic statecraft that the world has seen. Part One–The Grand Strategy of the Han Empire From 209 to 106 BC., numbering 272 pages–examines the precedent. Part Two–Han Strategy and the Peril Today, spanning 82 pages–is the application of the lessons of the precedent, especially meant for the United States. To this day, the Chinese call themselves “Han Ran,” or the people of the Han Dynasty. Thanks to the Han Empire, the fearsome Warring State Period was brought to a close with virtually no fighting at all and with a small army and modest treasury. The Han Empire and Roman Empire were contemporaries, although the former was a gentle lamb by comparison.
Precedent for Peace made its appearance in 1996. The lessons of the Han Dynasty and Empire still are relevant for the United States, although the threat that the globalists pose receives scant mention in the book.

Dr Arminio’s paternal side hails from Avellino, Italy. He bears witness to his Italian roots care of San Modestino Publishers and the imprint and trademark San Modestino.
Bishop Modestinus of Antioch was arrested twice during the Diocletian persecution. He escaped the first arrest; then travelled to Abellinum (the future Avellino) and converted thousands. He was martyred in 311 AD. Canonized, his Italian name is San Modestino. He is considered the “protettore” (protector) of both Avellino and the nearby Mercogliano which includes the Monestary of Montevirgine. The saint’s protection has come in handy. Most notably, the monestary successfully hid the Shroud of Turn in 1943, and kept it from seizure or desecration by the Nazis.
San Modestino Publishers invokes the saint and earnestly seeks and endeavors to spread the Truth. (Dr Arminio’s maternal, Irish side would surely like the saint, too.)

Joseph Arminio writes about the big picture of politics and economics, and has been addressing what Rush Limbaugh called “high-information” issues for more than 40 years. Converge on Harris!

On April 5, on this page, below, I raised the specter of federal stablecoin legislation. (See “The Peril of Stablecoin.”)
Although President Trump is a staunch foe of the “swamp” and “deep state,” and while he signed in January an executive order banning the issuing of a central bank digital currency, a growing faction in Congress is advancing dread stablecoin legislation, which, if made law, is likely to strengthen the “deep state” and serve as a backdoor to a central bank digital currency.
Is there a way that we Delaware grassroots leaders can strike a judicious, powerful blow against the roll out of stablecoin?
Yes, there is!
We have but to pivot! To be precise, take swift counteraction and briefly reallocate some of our strength, specifically, converge on the sole Republican Congressman in our midst – Andy Harris.
In March, the US Senate Banking Committee voted in favor of the pro-stablecoin Genius Act and, in April, the US House Financial Services Committee voted in favor of similar legislation. Two weeks ago, the Senate voted for cloture, ending debate on the Genius Act. Senators may vote up or down on the Act any day now. Then it would be the turn of the House to decide for or against this measure.
By now, most conservatives and many others understand that a central bank digital currency (CBDC) would strangle liberty. What is not yet well known is this: widespread use of stablecoin or, in other words, retail digital currency would, without putting in place the most extraordinary safeguards, be tantamount to a CBDC.
Stablecoin, like a CBDC, is trackable, programmable and seizable.
Already, there is a disquieting precedent. The Department of Justice has to date, with the mere pushing of a button, seized several hundred millions of dollars of Tether which is a non-government stablecoin.
The very forces promoting an official stablecoin are the same ones behind a CBDC. Yes; there are many crypto enthusiasts who mean well. But the ultimate forces behind stablecoin are the very forces behind the derelict Federal Reserve.
This brings me to the national, strategic significance of Maryland’s Eastern Shore Congressional District, represented by Congressman Harris.
Not only is his Congressional District contiguous with our state, he chairs the mighty US House Freedom Caucus.
To sway the one Congressman is to sway three dozen Caucus members, more likely, a hundred Republicans in Congress. Furthermore, if he were to oppose the stablecoin bill, this would draw immense attention to the issue, and would upend the present attempt to slip legislation quietly past the public.
Let us put to good effect our own strategic location. Let us wake up our Maryland neighbors. Let us advance on Harris’s district from the east, alert his district constituents, and call on Marylanders to advance from the west. May large delegations of concerned citizens descend upon the Harris regional offices on the Eastern Shore and his office in the federal capitol.
Time is short; the proponents of stablecoin mean to pass a stablecoin law by the August recess of Congress.
Aren’t there other important issues needing attention?
Certainly, there are. But the stablecoin issue if mishandled would risk the end of everything we hold dear.
Pivot now!
Insist that Congressman Harris and his peers in government inform the public of the dire consequences of digitizing our money whether retail or otherwise, and that they slow down and truly think through the currency issue (and the related matter of the national debt).
On the matter of the life-and-death stablecoin issue, we the grassroots of The First State have it in our power to be a fulcrum for good. Let us exercise this power!
The Peril of Stablecoin

Why has the federal government banned dangerous central bank digital currency, yet a sizeable faction of the government is promoting a version of such currency? Presidential Candidate Donald Trump rightfully opposed central bank digital currency (CBDC) on the 2024 campaign trail and, good to his word, issued Executive Order 14178 in late January that bans such money. Even so, a major push has begun in Congress to promote retail digital currency (“stablecoins”). And, oddly, there are signs that the executive branch may want this push to succeed and to become law later this year.
Like the dread CBDC, stablecoin is programmable, trackable and can be seized. Among several reasons to oppose stablecoin, it is feared that the widespread use of stablecoin could be a backdoor to the imposition of a CBDC.
Stablecoin issuer Tether furnishes an uneasy precedent. Tether leadership boasts of its cooperation with the Department of Justice and law enforcement has seized Tether accounts numbering in the hundreds of millions of dollars. Proponents of stablecoin say that such accounts were justly seized. Just seizure is in the eye of the beholder, however. Future seizures or the threat thereof could lead to tyranny.
Notwithstanding what I believe to be the noble intentions of many crypto-currency enthusiasts, retail digital currency may turn out to be nothing more than a fig leaf. It seems that the very same private, financial elite or many of them who are behind such currency are behind the US central bank–the Federal Reserve or “the Fed”. (The Federal Reserve is federal in name only; it has been privately owned since its inception in 1913.) Furthermore, it is likely that this is the very same elite (or many of them) or their predecessors who are or were primarily responsible for the Global Financial Crisis of 2007 and 2008 and other financial fiascos. Dare we trust these elite to have total control over Americans’ every dollar and cent, which large-scale use of stablecoin might very well ensure?
If stablecoin could be this deadly, why are a number of top leaders in favor of it? For one thing, they argue that the widespread use of stablecoin would favorably resolve the debt crisis. Indeed, it might—for a time. But it would also further enrich and empower Wall Street and their friends abroad and would not address the root problem of our economy, which is the nature of our money.
Since 1971, the only thing backing the US dollar have been US treasuries. Treasuries are loans whose ultimate beneficiaries are the fat cats of High Finance and the politicians who can confer favors without raising taxes.
The federal debt is financed by treasuries. In essence, the government pays off its annual deficit with a cash infusion from the sale of treasuries. The government is on the hook to pay back principal and interest. Some treasury buyers (e.g., Red China, Japan and domestic investors) lend to the federal government dollars that they earned. Others, especially the very big banks, put up cash that, by law, they are allowed to create out of nothing! Moreover, these banks loan out to the private sector and governments multiples of the cash it created out of nothing!
The federal debt is now so large that foreign and domestic demand for treasuries is drying up. Those who might otherwise hold treasuries—and who thus might otherwise stave off the US dollar’s collapse and government bankruptcy—are having a hard time believing that our government can continue to pay interest on its debt.
Pro-stablecoin legislation–the Stable Act and Genius Act–, require, among other things, that stablecoin issuers hold “reserves” equivalent to the value of stablecoins in circulation. What a coincidence: the number one “reserve” would be treasuries! Stablecoin would supposedly revive the demand for treasuries. The federal government would avoid bankruptcy; High Finance would continue to profit from treasuries and grow all the stronger.
Are we doomed? Must we either embrace stablecoin with all the unwanted baggage and risks or accept the collapse of the dollar and depression? The answer is we are not doomed! American banking history is replete with solutions. Consider, for instance, the experience of Thomas Jefferson.
Like President Trump, the then President Jefferson was opposed to central-bank control of the economy. The latter studied all currency and banking policies until he found the best ones. Then he vigorously promoted these, which, I suggest, have tremendous relevance today. May Mr. Trump and the entire federal government, for that matter, not be dazzled by fancy (digital) technology but look to historically proven and fair American currency and banking policies. And if, unfortunately, digitized money should, one day, replace cash may extraordinary safeguards be put in place.

The federal portion has not been this high since 1945; federal interest payments will soon ruin the federal budget. Foreigners unload US dollars, the dollar may soon be worthless. What to do?
We must immediately stoke US productivity, and briskly grow out of debt. Nothing less than rapidly supercharging the economy on a par with the heyday of 1948-84 will do. Back then, annual, real (inflation-adjusted) GDP grew at about 5%. For the past 15 years, annual GDP growth has been half that, at best. Even the Trump Administration could not sustain growth above 2.5%. In any case, the Congressional Budget Office projects real GDP to grow at 1.7%, if public policies do not change.
How to supercharge the economy? Implement, I suggest, 2 or better yet 3 momentous measures, namely, a strategic tariff, a facsimile of the “American Infrastructure Bank” (AIB) and deep currency and bank reform.
To impose a strategic tariff means to tax all imports. American exporters typically face unfair tariffs, which, in turn, results in big US trade deficits with most foreign countries. Out of 700,000 products that the US trades in, only 13% involve the same tariff that the US and its trade partners apply. Another 20% of them involve higher US tariffs. 67% of them involve much higher foreign tariffs. Our biggest trade deficit is with Red China, thanks to their high tariffs.
Under the circumstances, the US should impose a 10% tariff on all imports. Such action would boost US annual, real GDP by more than 2.5%, above whatever the level otherwise would be, according to the Coalition for a Prosperous America! This means that, starting next year, US annual, real GDP would exceed 4%.
To implement the AIB is to have the US Treasury provide below-market rate loans for the repair and build out of infrastructure (eg, roads and bridges). I made the case for the AIB in the previous edition of this paper. Historically, infrastructure spending has supercharged the economy. The AIB, at full capacity, would boost US annual, real GDP by more than 3%, above whatever the level otherwise would be!
To undertake deep currency and bank reform is to reform or abolish the Federal Reserve System (the Fed). The Fed, which is owned by private interests, is surely the principal cause of our distress. It promotes speculation, far more than production. Worse, the US money supply is debt-based. Nearly all US money is the product of a loan. 40 cents out of every single dollar we spend goes to pay interest on loans, according to a recent study! We spend even more on interest, now.
How to reform the Fed? If we abolish it, what takes its place? A number of dramatic actions can improve monetary (currency and banking) policy. Besides implementing the AIB, we should reimpose stiff bank regulations. Some would revive the gold standard. Others would mimic the Republican-controlled, Civil War Congress–issue greenbacks.
How does all this relate to the 2024 elections? Trump did more for the economy from 2017-19 than Biden-Harris has done in their tenure. Trump favors a strategic tariff of 10%. Harris does not. An incoming Trump Administration would presumably do more for the economy than a Harris Administration.
A victory for Trump would not automatically result in a strategic tariff, however. The free-trade lobby is strong. The grassroots must reinforce the protectionists.
Bringing about the AIB or monetary reform or both will require grassroots involvement, as well.
The economy must not be locked down again. Private and public debt as a share of GDP grew 20% because of the 2020 lockdown.
